Short answer
Four causes cover almost all of it. Rust from galvanized supply pipe, a corroding water heater, disturbed sediment in the city main after work in the street, or rust from a single old fixture. Which taps are affected, and whether it's hot or cold, tells you which one you have.
Steel pipe was standard in houses built before the late 1950s, and a lot of Santa Ana housing is that old. The zinc coating wears off and the steel underneath rusts. You get brown water on first draw, worst after the house has sat unused overnight or through a vacation.

When the sacrificial anode rod inside the tank is used up, the steel tank lining starts corroding instead. Rusty hot water with clean cold water is the signature, and it's the stage that comes before a leak.
Points to this if: Hot water only, cold runs clear
A hydrant flush, a main repair or a burst nearby stirs up settled iron and manganese in the city pipework. It looks alarming and it clears on its own, usually within a few hours.
Points to this if: Both hot and cold, started suddenly, neighbors have it too
A single rusted angle stop, a corroded flexible connector or an old galvanized stub feeding one fixture. Every other tap in the house is clean.

Local context
Santa Ana has a large share of housing built before 1960, including the historic districts where the original steel supply pipe is often still in the walls. Brown water on first draw is the classic late stage symptom of galvanized pipe, and it usually arrives alongside falling flow.
The water itself also plays a part. The city puts hardness at about 250 parts per million, roughly 15 grains per gallon. Hard water and hot steel are a combination that produces scale and rust faster than soft water would.
Tustin is worth separating out. Old Town Tustin has the same pre-war housing and the same pipe question. Tustin Ranch and the Tustin Legacy neighborhoods were built from the late 1980s onward, so brown water there is far more likely to be the water heater than the pipe.

Call (714) 555-0142Iron and manganese discoloration is generally an aesthetic problem rather than a health one, but you can't tell rust from anything else by looking. Don't drink it while it's discolored, and call your water provider if it affects the whole street.
Water sitting still inside corroding pipe overnight picks up more rust than water that's moving. First draw is therefore the worst draw, and it clears after a minute or two if the pipe run is short.
A sediment filter catches the particles and makes the water look clean. It does nothing about the pipe that's producing them, and it clogs quickly. Treat it as a comfort measure, not a repair.
Find an exposed supply pipe in the garage or under a sink, scratch it clean with a coin, and hold a magnet to it. Dull silver gray and magnetic is galvanized steel. Copper is obvious by color. Plastic is modern.
